Fred M. Ramirez
Mr. Fred M. Ramirez has over 25 years of extensive program and technical management experience in systems development/acquisition and network security operations. In addition to his strong managerial skills, Fred brings excellent technical skills and obtained his Certified Information Systems Security Professional (CISSP) certification in 2002.

As a government employee, he led the establishment and management of the Air Force Computer Emergency Response Team (AFCERT)—a very successful network monitoring, incident analysis and response team. In 1991, prior to establishing the AFCERT, he led the development of an in-house anti-virus tool and deployed it across the AF enterprise. In 1992, he led the development and deployment of a global monitoring capability for detecting malicious activities that protected over 350,000 users at over 100 AF bases worldwide. In 1993, he led the development and implementation of a remote on-line vulnerability scanning capability that identified vulnerable AF systems connected to the NIPRNET. He grew the AFCERT from a 3-person operation in 1990 to over 80+ personnel when he left in 1997. He then went on to manage the Air Force Countermeasures Engineering Team. This team was responsible for developing and enhancing computer network defense tools in support of the Air Force Information Warfare Center and the Air Intelligence Agency. In 1999, in response to sophisticated malicious network activity, he created and tested DoD’s first virtual HoneyPot capability in an operational environment. During that same year, Fred recognized the need to include computer security into the college curriculum for computer scientist, and he helped establish a computer security laboratory and curriculum within the Computer Science Department at the University of Texas at San Antonio.

In 2000, he moved on to the private sector and joined SecureInfo Corporation. As a member of SecureInfo’s executive team, he established the company as a reputable IT security entity. He led efforts to win several large IT security government contracts including Department of Veterans Affairs Central Incident Response Center (VACIRC) and AFCERT contracts. He co-founded and was the general manager of VAST Security LLC that was selected over 21 competitors for the VACIRC contract. As the VAST general manager, he directed and oversaw a staff of over 220 engineers and computer scientists and 8 subcontractors.

In 2005, Fred founded Cyber Net Force, now CNF Technologies. CNF Technologies is a small, high technology focused business. For the past four years, CNF has helped its clients with technology insertion and integration, penetration and security testing, system integration, development and integration testing, project planning, requirements analysis, system designs, software development, prototyping, and enterprise implementation.
